Dubai International Financial Centre

Dubai

Dubai built its financial centre rather than inheriting one. The emirate carved the DIFC out of its own territory in 2004, gave it English-derived common law, its own courts and its own regulator, and held it apart from the federal civil law system that governs everything around it.

That separation is the point. A manager inside the zone works under one financial regulator and a legal system international investors already recognise, which is what draws capital from the Gulf, South Asia and Africa into structures they can read. Onshore Dubai is a different regime, federal rather than emirate, so both authorities appear below.

Regulators

Dubai Financial Services Authority
DFSA·Zone regulator · Dubai International Financial Centre·Dubai
Independent regulator of financial services conducted in or from the DIFC, established under Dubai law. Its mandate covers asset management, banking and credit services, securities, collective investment funds, custody and trust services, commodities futures trading, Islamic finance, insurance, an international equities exchange and an international commodities derivatives exchange. It is the sole regulator inside the zone. Business conducted onshore in the wider United Arab Emirates falls outside it and under the Capital Market Authority.

dfsa.ae

Capital Market Authority
CMA·Federal regulator · United Arab Emirates·Abu Dhabi
Federal regulator for securities and investment funds across the United Arab Emirates, covering everything outside the financial free zones. It has no authority over funds domiciled in the DIFC, which sit with the DFSA. A fund domiciled onshore is authorised here instead, and foreign funds marketed into the Emirates register here too. Known as the Securities and Commodities Authority until its rename, and the older domain still redirects.
